Jack Dunavant, the chairman of Southside Concerned Citizens, rants about the Virginia Attorney General’s decision which is correct in saying that localities do not have the power to block uranium mining. The “Dillon Rule” states that localities only have the authority to pass laws that the state legislature gives them power to enact.
Jack proceeds to whine that Richmond politicians are looking for “corporate cash” and starts frothing at the mouth when the letter turns to (get ready for it…) uranium mining (Who Knew?!). He then tells everybody who’s paying any attention to him (three people) that he’s voting for Creigh Deeds this year. Thanks, Jack. Now go back up to the attic. Before you go back to JackLand (say hey to McWhacky while you’re there), I’ve got something to tell you.
The Dillon Rule protects us from silly, self-absorbed, wanna-be junior tyrants like YOU. You see, remember that beloved Chemical Trespass ordinance that you had George Bagwell write then you rammed it down the throats of an intimidated Halifax Town Council? Well, the Dillon Rule made all of your hard yet insane work completely worthless and made your newly enacted legislation into something that the Charmin Bears use in those commercials. The Dillon rule is going to make sure that you’re not going to intimidate an entire town (see Halifax) and get away with it.
The Dillon Rule is nature’s way of saying “Suck It” to you, Jack. Long live the Dillon Rule as long as bullies like you are around. Sit down and shut up, now. We’re tired of you.
BINGO! Dillon’s Rule protects against the tyranny of local governments- which are very provencial.
Deeds also voted the same way the Republicans did on this, Jack Dunavant has really lost his mind on this one. Jack before you go off on one of rants maybe you should do a little STUDY first. You just made a hell of an endorsement for the Republican candidate for govenor.

You are exactly right…and what did Bob McDonnell have to do with the AG’s decision (which by the way is in keeping with the RULE OF LAW)….I wonder if Jack even knows that McDonnell is not AG anymore and did not make that decision!? ha ha!
Regarding uranium mining, I don’t care if its done if its done safely. You can mine my back yard if it will lower my electric bill.
Don’t get me started on local governments. Halifax Town Council is running their little village into the ground. First, they fired their finance officer after he pointed out some “discrepancies”. That left the town having to hire an accountant and a string of replacement administrative personnel, some of which had no business filling that role. Council wants to turn the old Farmer’s building into a conference center, thanks to the “I got this idea while sitting on the toilet” thinking of a councilman (formerly with IDA). So far, conference centers have been a bust everywhere they’ve been built in the county. God forbid Halifax bring in real business like a grocery store or drug store. Then, there’s Booker plaza, where the buildings wouldn’t pass code inspection if graded on a curve. Buildings stand vacant because of poor maintenance and ludicrous parallel parking on Main Street (and a lack of parking everywhere else). All this while the town’s police department falls into ruin due to a lack of manpower and equipment, the lack of a public works department to handle everyday problems like sidewalk repair, and a department head (waste disposal) with years of experience who barely clears 20,000 dollars a year. In the words of Jack Nicholson “this town needs an enema”.
