Been doing this with handicap parking for a long time whenever the car does not have a plate or placard and parked in handicap spots.Any time a car is parked in the handicap spot the driver is supposed to have the wallet card on them too.The problem is the police do not enforce parking on private property and most offenders of handicap parking are on private lots.
