It doesn’t matter if someone is in the car, nor even if the car is still running. You’re stopped in a fire lane.
I would just love to see a fire engine on an emergency call come up and just plow cars like these into the next county. To hell with the judges on this one. I’m declaring this a Parking Jerk of the Day myself.

People using Handicap parking that are not handicap get me.If the fire dept needs to they can push that car out of the way with their truck, worst case , best case they can get them a ticket with a radio call. Handicap people,(older people, veterans with injuries,and lifelong physically challenged people) just have to deal with AZZ holes who are too lazy to walk a few extra steps so the ones who can not walk can be a little closer to the store.
